No. 174 By: West 1-17 A BILL TO BE ENTITLED 1-18 AN ACT 1-19 relating to peace officer training programs by the Commission on 1-20 Law Enforcement Officer Standards and Education. 1-21 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-22 SECTION 1. Section 415.031, Government Code, is amended by 1-23 adding Subsection (e) to read as follows: 1-24 (e) The commission shall include instruction in 1-25 constitutional law in a peace officer training program under 1-26 Subsection (a) and shall require a person seeking a peace officer 1-27 license to have received at least 40 hours of training in 1-28 constitutional law, with an emphasis on instruction about 1-29 individual rights and the federal bill of rights. The 1-30 constitutional law requirement may be satisfied through other 1-31 formal training that the commission determines to be equivalent to 1-32 three college semester hours. 1-33 SECTION 2. Section 415.034, Government Code, is amended by 1-34 adding Subsection (d) to read as follows: 1-35 (d) The commission shall develop a course of continuing 1-36 education that allows persons who are special investigators of the 1-37 United States covered under Article 2.122, Code of Criminal 1-38 Procedure, to obtain the necessary training to qualify as a peace 1-39 officer if the person is later elected, appointed, or employed as a 1-40 peace officer. 1-41 SECTION 3. This Act takes effect September 1, 1993. 1-42 SECTION 4. The importance of this legislation and the 1-43 crowded condition of the calendars in both houses create an 1-44 emergency and an imperative public necessity that the 1-45 constitutional rule requiring bills to be read on three several 1-46 days in each house be suspended, and this rule is hereby suspended. 1-47 * * * * * 1-48 Austin, 1-49 Texas 1-50 April 6, 1993 1-51 Hon.
