                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a report submitted to the legislature by the Central
    1-3  Education Agency about the statewide dropout rate.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 11.205(d), Education Code, is amended to
    1-6  read as follows:
    1-7        (d)  Not later than December 1 <January 31> of each
    1-8  <odd-numbered> year the agency shall submit a report to the
    1-9  governor, lieutenant governor, and speaker of the house of
   1-10  representatives that includes:
   1-11              (1)  the current dropout rate of students in grade
   1-12  levels seven through 12 in the aggregate and by grade level;
   1-13              (2)  projected cross-sectional and longitudinal dropout
   1-14  rates for each of those grades for the next five years, assuming no
   1-15  action is taken by the state to reduce the rate; and
   1-16              (3)  a systematic plan for reducing the projected
   1-17  cross-sectional and longitudinal rates to not more than five
   1-18  percent.
   1-19        SECTION 2.  This Act takes effect September 1, 1993.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended.
