No. 213 By: Shapiro 1-21 A BILL TO BE ENTITLED 1-22 AN ACT 1-23 relating to model safe school checklists. 1-24 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-25 SECTION 1. It is declared to be the public policy of this 1-26 state that public schools are to be considered sanctuaries of 1-27 safety and security for the children of the state and that efforts 1-28 of the executive, legislative, and judicial branches of state 1-29 government are to be directed toward the fulfillment of this 1-30 policy. 1-31 SECTION 2. Subchapter Z, Chapter 21, Education Code, is 1-32 amended by adding Section 21.938 to read as follows: 1-33 Sec. 21.938. SAFE SCHOOL CHECKLIST. The State Board of 1-34 Education by rule shall develop a model safe school checklist that 1-35 a school district may use to assess a school's safety strengths and 1-36 weaknesses. The checklist must include procedures for: 1-37 (1) implementing a comprehensive safety plan; 1-38 (2) communicating discipline policies and procedures; 1-39 (3) implementing intraagency and interagency emergency 1-40 plans; 1-41 (4) recording disruptive incidents; 1-42 (5) training staff and students; 1-43 (6) assessing buildings and grounds; 1-44 (7) handling visitors; 1-45 (8) assigning personnel in emergencies; 1-46 (9) communicating during emergencies and managing 1-47 emergencies; 1-48 (10) providing safe transportation; 1-49 (11) handling accidents; and 1-50 (12) communicating with law enforcement authorities. 1-51 SECTION 3. The State Board of Education shall develop and 1-52 distribute the model safe school checklist required by Section 1-53 21.938, Education Code, as added by this Act, not later than 1-54 January 1, 1994. 1-55 SECTION 4. The importance of this legislation and the 1-56 crowded condition of the calendars in both houses create an 1-57 emergency and an imperative public necessity that the 1-58 constitutional rule requiring bills to be read on three several 1-59 days in each house be suspended, and this rule is hereby suspended, 1-60 and that this Act take effect and be in force from and after its 1-61 passage, and it is so enacted. 1-62 * * * * * 1-63 Austin, 1-64 Texas 1-65 February 24, 1-66 1993 1-67 Hon.
