                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to funding for certain public institutions of higher
    1-3  education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter C, Chapter 61, Education Code, is
    1-6  amended by adding Section 61.0592 to read as follows:
    1-7        Sec. 61.0592.  FUNDING FOR CERTAIN FOUR-YEAR INSTITUTIONS.
    1-8  (a)  This section applies to Corpus Christi State University and
    1-9  The University of Texas of the Permian Basin.
   1-10        (b)  Except as provided by Subsection (c) of this section, in
   1-11  addition to other funding that a university to which this section
   1-12  applies is entitled to receive, the university is entitled to
   1-13  receive the same funding for junior and senior full-time equivalent
   1-14  students as that received by general academic teaching institutions
   1-15  that enroll only junior and senior students.  The board shall
   1-16  reflect the university's entitlement to funds under this subsection
   1-17  in devising the formula under Section 61.059 of this code.
   1-18        (c)  The board shall certify to the legislature when the
   1-19  ratio of the number of full-time equivalent students enrolled at a
   1-20  university to which this section applies in junior or senior
   1-21  courses to the number of full-time equivalent students enrolled at
   1-22  the university in freshman or sophomore courses is the same as the
   1-23  ratio of the number of full-time equivalent students enrolled at
   1-24  other general academic teaching institutions in junior or senior
    2-1  courses to the number of full-time equivalent students enrolled at
    2-2  those institutions in freshman or sophomore courses.  A university
    2-3  to which this section applies is not entitled to the funding under
    2-4  Subsection (b) of this section after the certification is made
    2-5  under this subsection.
    2-6        SECTION 2.  The importance of this legislation and the
    2-7  crowded condition of the calendars in both houses create an
    2-8  emergency and an imperative public necessity that the
    2-9  constitutional rule requiring bills to be read on three several
   2-10  days in each house be suspended, and this rule is hereby suspended,
   2-11  and that this Act take effect and be in force from and after its
   2-12  passage, and it is so enacted.
