                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the authority of the Railroad Commission of Texas to
    1-2  accept, receive and administer grants, gifts, loans or other funds
    1-3  for activities of the Alternative Fuels Research and Education
    1-4  Division.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 113.243, Natural Resources Code, is
    1-7  amended by adding Subsection (e) to read as follows:
    1-8        (e) The commission may apply for, request, solicit, contract
    1-9  for, receive and accept money and other assistance from any source
   1-10  for the purposes of this subchapter.  Funds received under this
   1-11  section shall be deposited in a separate account within the fund.
   1-12        SECTION 2.  EMERGENCY.  The importance of this legislation
   1-13  and the crowded condition of the calendars in both houses create an
   1-14  emergency and an imperative public necessity that the
   1-15  constitutional rule requiring bills to be read on three several
   1-16  days in each house be suspended, and this rule is hereby suspended.
