   1-22                         A BILL TO BE ENTITLED
   1-23                                AN ACT
   1-24  relating to an emergency appropriation to the Texas Air Control
   1-25  Board and a transfer of funds to the general revenue fund.
   1-26        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-27        SECTION 1.  In addition to amounts previously appropriated
   1-28  for the current fiscal biennium, the sum of $2,928,000 is
   1-29  appropriated for the period ending August 31, 1993, from the clean
   1-30  air fund to the Texas Air Control Board for the purpose of
   1-31  conducting field and emission inventory studies to support
   1-32  development of cost-effective, federally required ozone control
   1-33  plans for ozone nonattainment areas.
   1-34        SECTION 2.  If the balance of the clean air fund on
   1-35  August 31, 1993, is less than $18,406,638, an amount equal to the
   1-36  difference between $18,406,638 and the actual balance shall be
   1-37  transferred from the dedicated clean air account to the unobligated
   1-38  general revenue fund by the comptroller of public accounts on
   1-39  September 1, 1993, or as soon as practical thereafter.
   1-40        SECTION 3.  The importance of this legislation and the
   1-41  crowded condition of the calendars in both houses create an
   1-42  emergency and an imperative public necessity that the
   1-43  constitutional rule requiring bills to be read on three several
   1-44  days in each house be suspended, and this rule is hereby suspended,
   1-45  and that this Act take effect and be in force from and after its
   1-46  passage, and it is so enacted.
