                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to tuition charged certain students at public institutions
    1-3  of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 54, Education Code, is
    1-6  amended by adding Section 54.066 to read as follows:
    1-7        Sec. 54.066.  NONRESIDENT TEACHER CERTIFICATION CANDIDATES.
    1-8  An individual who has an undergraduate or graduate degree and who
    1-9  enrolls at an institution of higher education for the purpose of
   1-10  obtaining credit necessary to qualify for a teaching certificate is
   1-11  entitled to pay tuition at the institution at the rate applicable
   1-12  to Texas residents without regard to the length of time the
   1-13  individual has resided in this state.
   1-14        SECTION 2.  Section 54.066, Education Code, as added by this
   1-15  Act, applies only to tuition that becomes due beginning with the
   1-16  fall semester in 1993.  Tuition that became due before that
   1-17  semester is governed by the law in effect at the time the tuition
   1-18  became due, and that law is continued in effect for this purpose
   1-19  only.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency   and   an   imperative   public   necessity   that   the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended.
