1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the purposes of public junior and community colleges.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Subsection (e), Section 130.003, Education Code,
1-24 is amended to read as follows:
1-25 (e) The purpose of each public community college shall be to
1-26 provide:
1-27 (1) technical programs up to two years in length
1-28 leading to associate degrees or certificates;
1-29 (2) vocational programs leading directly to employment
1-30 in semi-skilled and skilled occupations;
1-31 (3) freshman and sophomore courses in arts and
1-32 sciences;
1-33 (4) continuing adult education programs for
1-34 occupational or cultural upgrading;
1-35 (5) compensatory education programs designed to
1-36 fulfill the commitment of an admissions policy allowing the
1-37 enrollment of disadvantaged students;
1-38 (6) a continuing program of counseling and guidance
1-39 designed to assist students in achieving their individual
1-40 educational goals; <and>
1-41 (7) work force development programs designed to meet
1-42 local and statewide needs;
1-43 (8) adult literacy and other basic skills programs for
1-44 adults; and
1-45 (9) such other purposes as may be prescribed by the
1-46 Texas Higher Education Coordinating Board<, Texas College and
1-47 University System,> or local governing boards<,> in the best
1-48 interest of post-secondary education in Texas.
1-49 SECTION 2. The importance of this legislation and the
1-50 crowded condition of the calendars in both houses create an
1-51 emergency and an imperative public necessity that the
1-52 constitutional rule requiring bills to be read on three several
1-53 days in each house be suspended, and this rule is hereby suspended,
1-54 and that this Act take effect and be in force from and after its
1-55 passage, and it is so enacted.
