AN ACT
1-1 relating to student union fees at East Texas State University.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-3 SECTION 1. Subsections (a) and (b), Section 54.516,
1-4 Education Code, are amended to read as follows:
1-5 (a) The board of regents of East Texas State University may
1-6 levy a regular fixed student fee not to exceed $40 <$15> per
1-7 student for each semester of the long session and not to exceed $20
1-8 <$7.50> per student for each term of the summer school, or any
1-9 fractional part thereof, as may in their discretion be just and
1-10 necessary for the sole purpose of financing, constructing,
1-11 operating, maintaining, and improving the Union Center Building.
1-12 The amount of the fee may be changed at any time within the limits
1-13 specified in order that sufficient funds to support the Union
1-14 Center Building may be raised, but any increase in the fee must be
1-15 approved by a majority vote of those students participating in a
1-16 general election called for that purpose. The fees herein
1-17 authorized to be levied should be in addition to any use fee and
1-18 service fee now or hereafter levied in accordance with law. No
1-19 state funds may be expended for use of the Union Center Building.
1-20 (b) The fiscal officer <business manager> of East Texas
1-21 State University shall collect the fees provided for in this
1-22 section and shall credit the money received from the fees to an
1-23 account known as the Union Center Building Account.
1-24 SECTION 2. Section 54.516, Education Code, as amended by
2-1 this Act, applies only to student union fees at East Texas State
2-2 University that become due beginning with the fall semester in
2-3 1993. Student union fees that became due before that semester are
2-4 governed by the law in effect at the time those fees became due,
2-5 and that law is continued in effect for this purpose only.
2-6 SECTION 3. The importance of this legislation and the
2-7 crowded condition of the calendars in both houses create an
2-8 emergency and an imperative public necessity that the
2-9 constitutional rule requiring bills to be read on three several
2-10 days in each house be suspended, and this rule is hereby suspended,
2-11 and that this Act take effect and be in force from and after its
2-12 passage, and it is so enacted.
