   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to uniform service regions for state agencies.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  The uniform service regions established under
   1-26  Section 120, Article V, Chapter 19, Acts of the 72nd Legislature,
   1-27  1st Called Session, 1991 (the General Appropriations Act), are not
   1-28  effective and state agencies are not required to conform their
   1-29  service and regulatory functions to the regions until the
   1-30  legislature by general law establishes the regions.
   1-31        SECTION 2.  The importance of this legislation and the
   1-32  crowded condition of the calendars in both houses create an
   1-33  emergency and an imperative public necessity that the
   1-34  constitutional rule requiring bills to be read on three several
   1-35  days in each house be suspended, and this rule is hereby suspended,
   1-36  and that this Act take effect and be in force from and after its
   1-37  passage, and it is so enacted.
