   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to the use of county roads for festivals and civic events.
   1-22        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-23        SECTION 1.  Section 2.301, County Road and Bridge Act
   1-24  (Article 6702-1, Vernon's Texas Civil Statutes), is amended by
   1-25  adding Subsection (j) to read as follows:
   1-26        (j)  The commissioners court of a county by order may permit
   1-27  the temporary use of a county road in the unincorporated area of
   1-28  the county for a festival or other civic event.  The commissioners
   1-29  court by order shall establish procedures for the temporary
   1-30  diversion of traffic from the road being used for the festival or
   1-31  other civic event.
   1-32        SECTION 2.  The importance of this legislation and the
   1-33  crowded condition of the calendars in both houses create an
   1-34  emergency and an imperative public necessity that the
   1-35  constitutional rule requiring bills to be read on three several
   1-36  days in each house be suspended, and this rule is hereby suspended,
   1-37  and that this Act take effect and be in force from and after its
   1-38  passage, and it is so enacted.
