                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the designation of the University of Houston-Victoria
    1-2  as an institution.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 111.96, Education Code, is amended to
    1-5  read as follows:
    1-6        The board of regents shall establish an upper-level
    1-7  institution <center> in the City of Victoria to be known as the
    1-8  University of Houston-Victoria.  The institution <center> shall be
    1-9  organized to provide for the instruction of junior, senior, and
   1-10  master's level students.
   1-11        SECTION 2.  Section 111.97, Education Code, is amended to
   1-12  read as follows:
   1-13        The board of regents may accept and administer gifts and
   1-14  grants for the use and benefit of the institution <center>.
   1-15        SECTION 3.  Section 111.98, Education Code, is amended to
   1-16  read as follows:
   1-17        (a) The board of regents may prescribe courses leading to
   1-18  appropriate degrees and adopt other rules necessary for the
   1-19  operation and management of the institution <center>.
   1-20        (b) The institution <center> is subject to the authority of
   1-21  the Coordinating Board, Texas College and University System.
   1-22        SECTION 4.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
