                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to performance audits of county officers, district
    1-3  attorneys, county offices, and district attorney offices.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 115, Local Government Code,
    1-6  is amended by adding Section 115.005 to read as follows:
    1-7        Sec. 115.005.  PERFORMANCE AUDITS OF COUNTY OFFICERS,
    1-8  DISTRICT ATTORNEYS, COUNTY OFFICES, AND DISTRICT ATTORNEY OFFICES.
    1-9  (a)  On request of the commissioners court, the county auditor
   1-10  shall conduct an annual performance audit of a county officer,
   1-11  district attorney, county office, or district attorney's office.
   1-12        (b)  The performance audit must provide evaluative
   1-13  information to improve the efficiency and effectiveness of the
   1-14  audited county officer, district attorney, county office, or
   1-15  district attorney's office.
   1-16        (c)  The county auditor shall provide a written report of the
   1-17  performance audit to the audited officer, the audited office, and
   1-18  the commissioners court.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
