1-20 Amend S.B. No. 403 in SECTION 1, in Subsection (c), Section
1-21 54.531, Education Code (page 1, lines 47-48, by striking "by The
1-22 University of Texas System for the purposes for which the fees may
1-23 be expended." and substituting "pursuant to the revenue financing
1-24 system of The University of Texas System."
1-25 A BILL TO BE ENTITLED
1-26 AN ACT
1-27 relating to the student union building fees at The University of
1-28 Texas at Dallas.
1-29 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-30 SECTION 1. Section 54.531, Education Code, is amended by
1-31 amending Subsection (a) and adding Subsection (c) to read as
1-32 follows:
1-33 (a) The board of regents of The University of Texas System
1-34 may levy a student union fee, not to exceed $60 <$25> per student
1-35 for each regular semester and not to exceed $40 <$12.50> per
1-36 student for each term of the summer session, for the sole purpose
1-37 of financing, constructing, operating, maintaining, and improving a
1-38 student union building for The University of Texas at Dallas;
1-39 provided, however, that the fee may not be increased above $40
1-40 <$15> per student for each regular semester and $26.67 <$7.50> per
1-41 student for each term of the summer session unless the increase is
1-42 approved by a majority vote of those students participating in a
1-43 general election held for that purpose. The fees herein authorized
1-44 to be levied are in addition to any use or service fee now or
1-45 hereafter authorized to be levied.
1-46 (c) The board of regents may pledge fees levied under this
1-47 section to pay obligations issued by The University of Texas System
1-48 for the purposes for which the fees may be expended.
1-49 SECTION 2. Section 54.531, Education Code, as amended by
1-50 this Act, applies only to student union fees that become due
1-51 beginning with the fall semester in 1993. Student union fees that
1-52 became due before that semester are governed by the law in effect
1-53 at the time the fees became due, and that law is continued in
1-54 effect for that purpose only.
1-55 SECTION 3. The importance of this legislation and the
1-56 crowded condition of the calendars in both houses create an
1-57 emergency and an imperative public necessity that the
1-58 constitutional rule requiring bills to be read on three several
1-59 days in each house be suspended, and this rule is hereby suspended,
1-60 and that this Act take effect and be in force from and after its
1-61 passage, and it is so enacted.
