                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the expansion of the Communities in Schools program.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Subsections (e) and (f), Section 11-D, Texas
    1-4  Unemployment Compensation Act (Article 5221b-9d, Vernon's Texas
    1-5  Civil Statutes), are amended to read as follows:
    1-6        (e)  An elementary or secondary school shall participate in
    1-7  the program if the number of students enrolled in the school who
    1-8  are at risk of dropping out of school is equal to at least 10
    1-9  percent of the number of students in average daily attendance at
   1-10  the school, as determined by the Central Education Agency, and the
   1-11  school is:
   1-12              (1)  located in a county or city in which the program
   1-13  is established on September 1, 1993 <1991>, and is designated to
   1-14  participate in the program under Subsection (f) of this article; or
   1-15              (2)  located in one of six <four> additional counties
   1-16  or cities designated by the state coordinator.
   1-17        (f)  The state coordinator in cooperation with the program
   1-18  directors in the counties or cities in which the program is
   1-19  established on September 1, 1993 <1991>, shall designate the
   1-20  original campuses for continuance in the program and designate not
   1-21  more than 135 additional <32> elementary <schools> and <76>
   1-22  secondary schools in those counties or cities to participate in the
   1-23  program.  The state coordinator in cooperation with the program
    2-1  directors in the six <four> additional counties or cities
    2-2  designated by the state coordinator shall designate additional
    2-3  elementary and secondary schools to participate in the program.
    2-4  Secondary school programs must be distributed among high schools
    2-5  and junior high or middle schools.
    2-6        SECTION 2.  (a)  This Act takes effect September 1, 1993.
    2-7        (b)  Each elementary and secondary school designated to begin
    2-8  participation in the Communities in Schools program under
    2-9  Subsection (f), Section 11-D, Texas Unemployment Compensation Act
   2-10  (Article 5221b-9d, Vernon's Texas Civil Statutes), as amended by
   2-11  this Act, shall begin participation in the program not later than
   2-12  September 1, 1995.  The state coordinator shall designate six
   2-13  additional counties or cities for participation in the program
   2-14  under Subsection (e), Section 11-D, Texas Unemployment Compensation
   2-15  Act (Article 5221b-9d, Vernon's Texas Civil Statutes), as amended
   2-16  by this Act, not later than September 1, 1995.
   2-17        (c)  This Act will not require an appropriation in excess of
   2-18  the Communities in Schools program's current level of general
   2-19  revenue funding unless new revenue measures are implemented to
   2-20  provide a state budget surplus sufficient to fund the expansion of
   2-21  Communities in Schools.  If no surplus general revenue is
   2-22  available, funding for expansion of Communities in Schools programs
   2-23  as provided in this Act shall be accomplished by setting aside
   2-24  $10.7 million in the first year and $14.8 million in the second
   2-25  year of the biennium from funds allocated under Section 16.152,
    3-1  Education Code.
    3-2        SECTION 3.  The importance of this legislation and the
    3-3  crowded condition of the calendars in both houses create an
    3-4  emergency and an imperative public necessity that the
    3-5  constitutional rule requiring bills to be read on three several
    3-6  days in each house be suspended, and this rule is hereby suspended.
