   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to the composition and staffing of the Texas Groundwater
   1-24  Protection Committee.
   1-25        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-26        SECTION 1.  Subsections (c) and (d), Section 26.403, Water
   1-27  Code, are amended to read as follows:
   1-28        (c)  The committee is composed of:
   1-29              (1)  the executive director of the commission;
   1-30              (2)  the executive administrator of the Texas Water
   1-31  Development Board;
   1-32              (3)  the executive director of the Railroad Commission
   1-33  of Texas;
   1-34              (4)  the commissioner of health of the Texas Department
   1-35  of Health;
   1-36              (5)  the deputy commissioner of the Department of
   1-37  Agriculture;
   1-38              (6)  the executive director of the State Soil and Water
   1-39  Conservation Board; <and>
   1-40              (7)  the director of the Bureau of Economic Geology of
   1-41  The University of Texas at Austin; and
   1-42              (8)  a representative selected by the Texas Alliance of
   1-43  Groundwater <Conservation> Districts <Association>.
   1-44        (d)  Each member of the committee listed in Subsections
   1-45  (c)(1) through (7) <(6)> of this section may designate a personal
   1-46  representative from the member's agency to represent the member on
   1-47  the committee, but that designation does not relieve the member of
   1-48  responsibility for the acts and decisions of the representative.
   1-49        SECTION 2.  Subsection (d), Section 26.404, Water Code, is
   1-50  amended to read as follows:
   1-51        (d)  Each agency listed in Sections 26.403(c)(1) through (7)
   1-52  <(6)> of this code that is represented on the committee shall
   1-53  provide staff as necessary to assist the committee in carrying out
   1-54  its responsibilities.
   1-55        SECTION 3.  The importance of this legislation and the
   1-56  crowded condition of the calendars in both houses create an
   1-57  emergency and an imperative public necessity that the
   1-58  constitutional rule requiring bills to be read on three several
   1-59  days in each house be suspended, and this rule is hereby suspended,
   1-60  and that this Act take effect and be in force from and after its
   1-61  passage, and it is so enacted.
