1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the power of a sheriff's department civil service
1-22 commission to adopt rules concerning the rights of employees during
1-23 an internal investigation.
1-24 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-25 SECTION 1. Subsection (a), Section 158.035, Local Government
1-26 Code, is amended to read as follows:
1-27 (a) The commission shall adopt, publish, and enforce rules
1-28 regarding:
1-29 (1) selection and classification of employees;
1-30 (2) competitive examinations;
1-31 (3) promotions, seniority, and tenure;
1-32 (4) layoffs and dismissals;
1-33 (5) disciplinary actions;
1-34 (6) grievance procedures; <and>
1-35 (7) the rights of employees during an internal
1-36 investigation; and
1-37 (8) other matters relating to the selection of
1-38 employees and the procedural and substantive rights, advancement,
1-39 benefits, and working conditions of employees.
1-40 SECTION 2. This Act takes effect September 1, 1993.
1-41 SECTION 3. The importance of this legislation and the
1-42 crowded condition of the calendars in both houses create an
1-43 emergency and an imperative public necessity that the
1-44 constitutional rule requiring bills to be read on three several
1-45 days in each house be suspended, and this rule is hereby suspended.
