   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to the regulation of property development and development
   1-22  plats by a zoned or unzoned municipality with a population of more
   1-23  than 1.5 million.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  Section 212.041, Local Government Code, is
   1-26  amended to read as follows:
   1-27        Sec. 212.041.  MUNICIPALITY COVERED BY SUBCHAPTER.  This
   1-28  subchapter applies only to a zoned or an unzoned municipality with
   1-29  a population of more than 1.5 million whose governing body chooses
   1-30  by ordinance to be covered by this subchapter or chose by ordinance
   1-31  to be covered by the law codified by this subchapter.
   1-32        SECTION 2.  The importance of this legislation and the
   1-33  crowded condition of the calendars in both houses create an
   1-34  emergency and an imperative public necessity that the
   1-35  constitutional rule requiring bills to be read on three several
   1-36  days in each house be suspended, and this rule is hereby suspended,
   1-37  and that this Act take effect and be in force from and after its
   1-38  passage, and it is so enacted.
