                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to changing the name of the Texas Space Commission to the
    1-2  Texas Aerospace Commission.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The heading of Chapter 482, Government Code, is
    1-5  amended to read as follows:
    1-6           CHAPTER 482.  TEXAS AEROSPACE <SPACE> COMMISSION
    1-7        SECTION 2.  Subsection (a), Section 482.001, Government Code,
    1-8  is amended to read as follows:
    1-9        (a)  The Texas Aerospace <Space> Commission is an agency of
   1-10  the state.
   1-11        SECTION 3.  Section 482.002, Government Code, is amended to
   1-12  read as follows:
   1-13        Sec. 482.002.  SUNSET PROVISION.  The Texas Aerospace <Space>
   1-14  Commission is subject to Chapter 325 (Texas Sunset Act).  Unless
   1-15  continued in existence as provided by that chapter, the commission
   1-16  is abolished and this chapter expires September 1, 2003.
   1-17        SECTION 4.  Subsection (d), Section 482.003, Government Code,
   1-18  is amended to read as follows:
   1-19        (d)  The commission may solicit and accept public and private
   1-20  donations and grants.  All funds received under this subsection
   1-21  shall be deposited in the state treasury to the credit of a special
   1-22  account to be named the Texas Aerospace <Space> Commission account.
   1-23  The account may be used to administer the functions of the
    2-1  commission.  If at any time general revenue is used to fund the
    2-2  commission, a separate account in the state treasury shall be used
    2-3  to deposit the general revenue.  This account shall be used to fund
    2-4  the functions of the commission and any other function of state
    2-5  government determined by the General Appropriations Act.
    2-6        SECTION 5.  Subsections (a), (b), and (f), Section 5l,
    2-7  Chapter 88, General Laws, Acts of the 41st Legislature, 2nd Called
    2-8  Session, 1929 (Article 6675a-5l, Vernon's Texas Civil Statutes),
    2-9  are amended to read as follows:
   2-10        (a)  The department shall design and provide for the issuance
   2-11  of special Texas Aerospace <Space> Commission plates for passenger
   2-12  cars and light commercial motor vehicles having a manufacturer's
   2-13  rated carrying capacity of one ton or less.
   2-14        (b)  The license plates shall bear the name "Texas Aerospace
   2-15  <Space> Commission" and be of a color, quality, and design approved
   2-16  by the Texas Aerospace <Space> Commission.
   2-17        (f)  The department shall deposit $25 of each fee collected
   2-18  under this section in the state treasury to the credit of an
   2-19  account in the general revenue fund to be known as the Texas
   2-20  Aerospace <Space> Commission account.  Money in the account may be
   2-21  used only for support of programs administered or supported by the
   2-22  Texas Aerospace <Space> Commission.  Fees deposited under this
   2-23  subsection are supplementary and are not income for purposes of
   2-24  reducing general revenue appropriations to the Texas Aerospace
   2-25  <Space> Commission in the General Appropriations Act.
    3-1        SECTION 6.  Any reference in law to the Texas Space
    3-2  Commission means the Texas Aerospace Commission.
    3-3        SECTION 7.  The importance of this legislation and the
    3-4  crowded condition of the calendars in both houses create an
    3-5  emergency and an imperative public necessity that the
    3-6  constitutional rule requiring bills to be read on three several
    3-7  days in each house be suspended, and this rule is hereby suspended,
    3-8  and that this Act take effect and be in force from and after its
    3-9  passage, and it is so enacted.
