                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  amending the Coastal Coordination Act so as to include the chair of
    1-2  the Texas Water Development Board, or its designee, on the Coastal
    1-3  Coordination Council.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subsection (2) of Section 33.203 of the Texas
    1-6  Natural Resources Code is amended to read as follows:
    1-7              (2)  "Council" means the Coastal Coordination Council,
    1-8  which shall consist of the commissioner, the attorney general, the
    1-9  chair of the Parks and Wildlife Commission, the chair of the Texas
   1-10  Water Commission, a member of the Railroad Commission of Texas, the
   1-11  chair of the Texas Water Development Board, or its designee, and
   1-12  one city or county elected official and one resident from the
   1-13  coastal area appointed by the for two-year terms.
   1-14        SECTION 2.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended,
   1-19  and that this Act take effect and be in force from and after its
   1-20  passage, and it is so enacted.
