No. 579 A BILL TO BE ENTITLED AN ACT 1-1 relating to a student union building fee at The University of 1-2 Texas--Pan American. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Chapter 54, Education Code, is amended by adding 1-5 Section 54.541 to read as follows: 1-6 Sec. 54.541. STUDENT UNION BUILDING FEE; THE UNIVERSITY OF 1-7 TEXAS--PAN AMERICAN. (a) The board of regents of The University 1-8 of Texas System may levy a student union fee, not to exceed $30 per 1-9 student for each regular semester and $15 per student for each term 1-10 of the summer session, for the sole purpose of financing, 1-11 constructing, operating, maintaining, and improving a student union 1-12 building for The University of Texas--Pan American, provided that 1-13 the fee may not be increased above $20 per student for each regular 1-14 semester and $10 per student for each term of the summer session 1-15 unless the increase is approved by a majority vote of those 1-16 students participating in a general election held for that purpose. 1-17 The fees herein authorized to be levied are in addition to any use 1-18 or service fee now or hereafter authorized to be levied. 1-19 (b) Such fees shall be deposited to an account known as The 1-20 University of Texas--Pan American Student Union Fee Account and 1-21 shall be under the control of and subject to the order of the 1-22 Student Union Advisory Committee. The committee shall annually 1-23 submit to the president of The University of Texas--Pan American a 2-1 complete and itemized budget to be accompanied by a full and 2-2 complete report of all activities conducted during the past year 2-3 and all expenditures made incident thereto. The president shall 2-4 submit the budget to the board of regents as part of the 2-5 institutional budget. The board of regents shall make such changes 2-6 in the budget as it deems necessary before approving the budget and 2-7 shall then levy the fees, within the limits herein fixed, in such 2-8 amounts as will be sufficient to meet the budgetary needs of the 2-9 student union building. 2-10 SECTION 2. The fee authorized by this Act becomes effective 2-11 for the fall semester, 1993, if the fee is approved by a majority 2-12 vote of those students participating in a general election held for 2-13 that purpose. 2-14 SECTION 3. The importance of this legislation and the 2-15 crowded condition of the calendars in both houses create an 2-16 emergency and an imperative public necessity that the 2-17 constitutional rule requiring bills to be read on three several 2-18 days in each house be suspended, and this rule is hereby suspended, 2-19 and that this Act take effect and be in force from and after its 2-20 passage, and it is so enacted.
