No. 587 73R4491 MI-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the authority of the Harris County Flood Control 1-3 District to engage in wetlands mitigation programs. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. The Harris County Flood Control District may 1-6 engage in wetlands mitigation projects and programs as provided by 1-7 Article 6, Chapter 3, Acts of the 72nd Legislature, 1st Called 1-8 Session, 1991 (Article 5421u, Vernon's Texas Civil Statutes), and 1-9 its subsequent amendments. 1-10 SECTION 2. Section 6.01(6), Chapter 3, Acts of the 72nd 1-11 Legislature, 1st Called Session, 1991 (Article 5421u, Vernon's 1-12 Texas Civil Statutes), is amended to read as follows: 1-13 (6) "Political subdivision" means: 1-14 (A) any county with a population of 2.1 million 1-15 or more or a county adjacent to that county; or 1-16 (B) a conservation and reclamation district 1-17 established under Article XVI, Section 59, of the Texas 1-18 Constitution, the boundaries of which are within a county with a 1-19 population of 2.1 million or more and which is authorized under 1-20 other law to participate in programs under this article. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended, 2-2 and that this Act take effect and be in force from and after its 2-3 passage, and it is so enacted.
