                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to prohibiting certain employment of former board of
    1-3  trustees members of public junior colleges.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter  E, Chapter 130, Education Code, is
    1-6  amended by adding Section 130.089 to read as follows:
    1-7        Sec. 130.089.  PROHIBITED EMPLOYMENT OF OR CONTRACTING WITH
    1-8  FORMER TRUSTEE.  A public junior college may not employ or contract
    1-9  with an individual who was a member of the board of trustees of the
   1-10  junior college before the first anniversary of the date the
   1-11  individual ceased to be a member of the board of trustees.
   1-12        SECTION 2.  This Act takes effect September 1, 1993, and
   1-13  applies only to employment that begins or continues on or after
   1-14  that date.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended,
   1-20  and that this Act take effect and be in force from and after its
   1-21  passage, and it is so enacted.
