A BILL TO BE ENTITLED
AN ACT
1-1 relating to the requirement that the chief justice deliver a state
1-2 of the judiciary message to the legislature.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subsection (a), Section 21.004, Government Code,
1-5 is amended to read as follows:
1-6 (a) At a convenient time at the commencement of each regular
1-7 session of the legislature, the chief justice of the supreme court
1-8 shall deliver a written or oral state of the judiciary message
1-9 evaluating the accessibility of the courts to the citizens of the
1-10 state and the future directions and needs of the courts of the
1-11 state.
1-12 SECTION 2. This Act takes effect September 1, 1993.
1-13 SECTION 3. The importance of this legislation and the
1-14 crowded condition of the calendars in both houses create an
1-15 emergency and an imperative public necessity that the
1-16 constitutional rule requiring bills to be read on three several
1-17 days in each house be suspended, and this rule is hereby suspended.
