   1-17                         A BILL TO BE ENTITLED
   1-18                                AN ACT
   1-19  relating to the Texas Council on Alzheimer's Disease and Related
   1-20  Disorders.
   1-21        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-22        SECTION 1.  Subsections (a) and (c), Section 101.004, Health
   1-23  and Safety Code, are amended to read as follows:
   1-24        (a)  Appointed council members serve for staggered six-year
   1-25  <two-year> terms, with the terms of four <six> members expiring
   1-26  August 31 <September 1 of each even-numbered year and the terms of
   1-27  six members expiring September 1> of each odd-numbered year.
   1-28        (c)  A person who has served one <two> full term <terms> is
   1-29  not eligible for reappointment.
   1-30        SECTION 2.  (a)  All terms of the current appointed members
   1-31  of the Texas Council on Alzheimer's Disease and Related Disorders
   1-32  expire on the effective date of this Act.  On that date:
   1-33              (1)  the governor shall appoint one public member and
   1-34  one professional member for terms expiring August 31, 1995, and one
   1-35  public member and one professional member for terms expiring August
   1-36  31, 1997;
   1-37              (2)  the lieutenant governor shall appoint one public
   1-38  member and one professional member for terms expiring August 31,
   1-39  1997, and one public member and one professional member for terms
   1-40  expiring August 31, 1999; and
   1-41              (3)  the speaker of the house of representatives shall
   1-42  appoint one public member and one professional member for terms
   1-43  expiring August 31, 1999, and two professional members for terms
   1-44  expiring August 31, 1995.
   1-45        (b)  Notwithstanding Subsection (c), Section 101.004, Health
   1-46  and Safety Code, as amended by this Act, an appointed member of the
   1-47  council serving immediately before the effective date of this Act
   1-48  is eligible for reappointment to the council.
   1-49        SECTION 3.  This Act takes effect September 1, 1993.
   1-50        SECTION 4.  The importance of this legislation and the
   1-51  crowded condition of the calendars in both houses create an
   1-52  emergency and an imperative public necessity that the
   1-53  constitutional rule requiring bills to be read on three several
   1-54  days in each house be suspended, and this rule is hereby suspended.
