1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to interlocal cooperation contracts for health care and
1-22 hospital services.
1-23 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-24 SECTION 1. Subdivision (3), Section 791.003, Government
1-25 Code, is amended to read as follows:
1-26 (3) "Governmental functions and services" means all or
1-27 part of a function or service in any of the following areas:
1-28 (A) police protection and detention services;
1-29 (B) fire protection;
1-30 (C) streets, roads, and drainage;
1-31 (D) public health and welfare;
1-32 (E) parks and recreation;
1-33 (F) library and museum services;
1-34 (G) records center services;
1-35 (H) waste disposal;
1-36 (I) planning;
1-37 (J) engineering;
1-38 (K) administrative functions;
1-39 (L) public funds investment; <or>
1-40 (M) other governmental functions in which the
1-41 contracting parties are mutually interested; or
1-42 (N) comprehensive health care and hospital
1-43 services.
1-44 SECTION 2. Subchapter C, Chapter 791, Government Code, is
1-45 amended by adding Section 791.030 to read as follows:
1-46 Sec. 791.030. HEALTH CARE AND HOSPITAL SERVICES. A local
1-47 government may contract with another local government authorized to
1-48 provide health care and hospital services to provide such services
1-49 for the officials, officers, and employees of the local government
1-50 and their dependents.
1-51 SECTION 3. This Act takes effect September 1, 1993.
1-52 SECTION 4. The importance of this legislation and the
1-53 crowded condition of the calendars in both houses create an
1-54 emergency and an imperative public necessity that the
1-55 constitutional rule requiring bills to be read on three several
1-56 days in each house be suspended, and this rule is hereby suspended.
