No. 705 by 1-21 deleting "advanced or remedial" and substituting "accelerated". 1-22 COMMITTEE AMENDMENT NO. 2 By: Haley 1-23 Amend S.B. 705 as follows: 1-24 (1) On page 1, lines 37 and 38, strike the words "Each 1-25 school district" and substitute the words "Not sooner than May 31, 1-26 1995, the State Board of Education". 1-27 (2) On page 1, line 48, strike the word "developed" and 1-28 substitute the word "implemented". 1-29 (3) On page 1, line 50, strike the words "and implemented". 1-30 (4) On page 2, lines 36 and 37, strike SECTION 3. 1-31 A BILL TO BE ENTITLED 1-32 AN ACT 1-33 relating to curriculum mastery plans for public school students. 1-34 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-35 SECTION 1. Subchapter D, Chapter 21, Education Code, is 1-36 amended by adding Section 21.1011 to read as follows: 1-37 Sec. 21.1011. CURRICULUM MASTERY PLAN. (a) Each school 1-38 district shall establish a curriculum mastery plan that allows each 1-39 student in the district to advance through the curriculum required 1-40 under Section 21.101 of this code in the minimum amount of time 1-41 required for the student to master the elements of the curriculum. 1-42 (b) A plan established under this section must include 1-43 provisions for advanced or remedial instruction for students as 1-44 needed to allow each student to maintain constant progress in 1-45 mastery of the curriculum elements. The plan may not include a 1-46 student's age as a factor in determining whether to allow a student 1-47 to advance to additional elements of the curriculum. 1-48 (c) The plan required by this section shall be developed 1-49 through the district-level decision process established under 1-50 Section 21.930 of this code and implemented at each campus in the 1-51 district as determined through the site-based decision-making 1-52 process established under Section 21.931 of this code. 1-53 SECTION 2. Subsection (b), Section 21.753, Education Code, 1-54 is amended to read as follows: 1-55 (b) The criteria in the accreditation rules must include 1-56 consideration of: 1-57 (1) goals and objectives of the district; 1-58 (2) compliance with statutory requirements and 1-59 requirements imposed by rule of the State Board of Education under 1-60 statutory authority; 1-61 (3) adequate performance under the indicators adopted 1-62 under Section 21.7531 of this code; 1-63 (4) the relation between the academic excellence 1-64 indicators adopted by the board under Section 21.7531 of this code 1-65 and the campus performance objectives established under Section 1-66 21.7532 of this code, including the manner in which the campus 1-67 performance objectives were established and the progress of the 1-68 campus in meeting the objectives; 2-1 (5) the quality of learning on each of the district's 2-2 campuses based on indicators including scores on achievement tests; 2-3 (6) the quality of the district's appraisal of teacher 2-4 performance and of administrator performance; 2-5 (7) the effectiveness of district principals as 2-6 instructional leaders; 2-7 (8) the effectiveness of the district's campuses on 2-8 the basis of the most current criteria identified by research on 2-9 effective schools; 2-10 (9) the fulfillment of curriculum requirements, 2-11 including the curriculum mastery plan required under Section 2-12 21.1011 of this code; 2-13 (10) the effectiveness of the district's programs in 2-14 special education based on the Central Education Agency's most 2-15 recent compliance review of the district and programs for special 2-16 populations; 2-17 (11) the effectiveness of teacher in-service training; 2-18 (12) the effective use of technology to enhance 2-19 student achievement; 2-20 (13) the effectiveness of the district's remedial and 2-21 support programs under Section 21.557 of this code for students at 2-22 risk of dropping out of school; 2-23 (14) the effectiveness of the district's dropout 2-24 prevention and recovery programs; 2-25 (15) efficient allocation of available resources; 2-26 (16) the presence and quality of comprehensive and 2-27 developmental guidance and counseling programs on campuses; and 2-28 (17) the quality and effectiveness of the district's 2-29 vocational education program. 2-30 SECTION 3. This Act applies beginning with the 1993-1994 2-31 school year. 2-32 SECTION 4. The importance of this legislation and the 2-33 crowded condition of the calendars in both houses create an 2-34 emergency and an imperative public necessity that the 2-35 constitutional rule requiring bills to be read on three several 2-36 days in each house be suspended, and this rule is hereby suspended, 2-37 and that this Act take effect and be in force from and after its 2-38 passage, and it is so enacted. 2-39 * * * * * 2-40 Austin, 2-41 Texas 2-42 March 31, 1993 2-43 Hon.
