  9-1                          COMMITTEE AMENDMENT NO. 1
  9-2           Amend S.B. 714 on page 7, insert a new Section 5 to read as
  9-3     follows:
  9-4     "SECTION 5.  Agencies are not required to carry out duties relating
  9-5     to this Act except to the extent that federal funds are
  9-6     appropriated to agencies or are otherwise available."
  9-7           Renumber the subsequent sections of the bill as necessary.
