                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to fertilization projects along state highways.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Chapter 1, Title 116, Revised Statutes, is
    1-4  amended by adding Article 6674i-4 to read as follows:
    1-5        Art. 6674i-4.  USE OF FERTILIZER DERIVED FROM SLUDGE.  The
    1-6  Texas Department of Transportation shall require the use of
    1-7  fertilizers derived or produced from wastewater treatment plant
    1-8  sludge in any project of the department that requires fertilization
    1-9  along a state highway, including farm-to-market roads, in territory
   1-10  outside the city limits of incorporated cities or towns.
   1-11        SECTION 2.  This Act takes effect September 1, 1993.
   1-12        SECTION 3.  The importance of this legislation and the
   1-13  crowded condition of the calendars in both houses create an
   1-14  emergency and an imperative public necessity that the
   1-15  constitutional rule requiring bills to be read on three several
   1-16  days in each house be suspended, and this rule is hereby suspended.
