                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to designation of the Texas Agricultural Experiment
    1-2  Station as administrator of federal-state census cooperative
    1-3  programs.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 88, Education Code is amended by the
    1-6  addition of Section 88.214, to read as follows:
    1-7        Section 88.214.  Administrator of the United States Bureau of
    1-8  the Census Federal-State Cooperative.
    1-9        The Texas Agricultural Experiment Station shall serve as the
   1-10  official cognizant administrator for the State of Texas of the
   1-11  United States Bureau of the Census federal-state cooperative
   1-12  program for population estimates and the federal-state cooperative
   1-13  program for population projections, and as coordinating agency for
   1-14  the Texas State Data Center Program.
   1-15        SECTION 2.  Section 481.182(3), Government Code, is repealed
   1-16  and the subsequent subsections of Section 481.182 are renumbered
   1-17  appropriately.
   1-18        SECTION 3.  EMERGENCY.  The importance of this legislation
   1-19  and the crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
