No. 747 A BILL TO BE ENTITLED AN ACT 1-1 relating to the reporting of lobby activities by entities employing 1-2 lobbyists. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Chapter 305, Government Code is amended by adding 1-5 a new section 305.0064 to read as follows: 1-6 Sec. 305.0064. ENTITY REGISTRATION AND REPORTING. An entity 1-7 that is required to register under this chapter which employs 1-8 assistants, employees or agents who are also registered under this 1-9 chapter may elect to report as follows: 1-10 (a) the entity may file a single annual report that lists 1-11 all of the information required under 305.005. 1-12 (b) the report shall contain a clear explanation of the 1-13 relationships between: 1-14 (i) the entity and the clients for whom it 1-15 makes contact with members of the legislative or executive 1-16 branches, 1-17 (ii) the entity and its agents, employees 1-18 and associates who contact members of the legislative and executive 1-19 branches, and 1-20 (iii) the entity and all persons who 1-21 assist it in lobby activities. 1-22 (c) an entity that elects reporting under this section shall 1-23 report total compensation anticipated from each client, total 2-1 compensation to be paid to each person who makes contact with 2-2 members of the legislative and executive branches on its behalf. 2-3 (d) The activity reports required of registrants under 2-4 Chapter 305 shall be filed by individual registrants who operate in 2-5 concert with the entity and shall reflect all transactions that 2-6 would be reflected by the entity report. 2-7 (e) Individual registrants who report on behalf of another 2-8 entity under this section shall be responsible for the accuracy and 2-9 completeness of the reports submitted. 2-10 (f) Changes in compensation, clients or assistants shall be 2-11 reflected in the individual registrant's reports and amended 2-12 registration forms. 2-13 (g) The commission shall promulgate rules that provide for 2-14 simplified reporting of lobby activities by entities that employ 2-15 registrants. These rules shall allow the reporting of entity 2-16 structure and activities in chart or graphic format. 2-17 SECTION 2. This act is effective on September 1, 1993. 2-18 SECTION 3. The importance of this legislation and the 2-19 crowded condition of the calendars in both houses create an 2-20 emergency and an imperative public necessity that the 2-21 constitutional rule requiring bills to be read on three several 2-22 days in each house be suspended, and this rule is hereby suspended, 2-23 and that this Act take effect and be in force from and after its 2-24 passage, and it is so enacted.
