                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to open records requests for inmates.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Section 3, Article 6252-17a, Civil Statutes, is
    1-4  amended by adding Subsections (17)(c) and (24) to read as follows:
    1-5        (a)  All information collected, assembled, or maintained by
    1-6  or for governmental bodies, except in those situations where the
    1-7  governmental body does not have either a right of access to or
    1-8  ownership of the information, pursuant to law or ordinance or in
    1-9  connection with the transaction of official business is public
   1-10  information and available to the public during normal business
   1-11  hours of any governmental body, with the following exceptions only:
   1-12              (17)  information relating to:
   1-13                    (C)  the home address or home phone number or
   1-14  social security number of an individual.
   1-15              (24)  information requested from the Texas Department
   1-16  of Criminal Justice, Texas Board of Criminal Justice, or Texas
   1-17  Board of Pardons and Paroles by any person who is in the custody
   1-18  thereof.
   1-19        SECTION 2.  This Act takes effect September 1, 1993.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
