                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to hearings on inmate pro se cases.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Chapter 30, Civil Practice and Remedies Code, is
    1-4  amended by adding Section 30.007 to read as follows:
    1-5        Section 30.007.  Proceedings in Inmate Litigation.
    1-6        In civil claims in which an inmate of the Texas Department of
    1-7  Criminal Justice-Institutional Division is a party, trial courts
    1-8  may:
    1-9        (a)  conduct any proceedings at the prison unit or in the
   1-10  county in which the inmate is confined or at which more than one
   1-11  witness resides or works; and
   1-12        (b)  sign or enter any order pertaining to such proceedings.
   1-13        This section extends to proceedings in multi-county districts
   1-14  as provided for in Section 24.017 of the Government Code.
   1-15        SECTION 2.  This Act takes effect September 1, 1993.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
