                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to gender equity in vocational education programs.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 21.7531, Education Code, is amended by
    1-5  adding Subsection (f) to read as follows:
    1-6        (f)  Academic excellence indicators adopted for vocational
    1-7  education must include an indicator of the level of gender
    1-8  variation in enrollment in vocational education programs.
    1-9        SECTION 2.  Section 16.155, Education Code, is amended by
   1-10  adding Subsection (i) to read as follows:
   1-11        (i)  From the total amount of funds appropriated for
   1-12  allotments under this section, the commissioner of education may
   1-13  withhold an amount each fiscal year, not to exceed a limitation set
   1-14  in the General Appropriations Act, to provide technical assistance
   1-15  to school districts to reduce gender segregation in vocational
   1-16  education programs.  The commissioner, with the approval of the
   1-17  State Board of Education, shall enter into performance contracts
   1-18  with regional education service centers to provide the technical
   1-19  assistance to school districts.  After deducting the amount
   1-20  withheld under this subsection from the total amount appropriated,
   1-21  the commissioner shall reduce proportionately each district's
   1-22  allotment under Subsection (a) of this section.
   1-23        SECTION 3.  This Act takes effect immediately, except that
   1-24  Section 2 takes effect September 1, 1993.
    2-1        SECTION 4.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force according to its
    2-7  terms, and it is so enacted.
