                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the funding for the Center for Educational Technology.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Section 14.044(i), Education Code, is amended to
    1-4  read as follows:
    1-5        (i)  The legislature may <shall> provide funds for the
    1-6  initial development of the center.  <However, no unrestricted
    1-7  general revenue funds shall be directly appropriated for the
    1-8  continued operation of the center after the first three years of
    1-9  operation.>  In addition, the General Revenue Fund shall be
   1-10  reimbursed for the initial appropriations from any royalties or
   1-11  other income of the center.  For the purposes of this section,
   1-12  membership revenues, in-kind contributions and other matching funds
   1-13  raised by the center shall be considered as credit toward this
   1-14  reimbursement.  Additional support for the center may include:
   1-15              (1)  annual membership dues for the private members;
   1-16              (2)  research services donated by members;
   1-17              (3)  facilities provided by each sponsoring institution
   1-18  of higher education;
   1-19              (4)  public and private grants; and
   1-20              (5)  royalties or licensing fees from marketed products
   1-21  produced by the center.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
