1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the funding for the Center for Educational Technology.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Subsection (i), Section 14.044, Education Code,
1-24 is amended to read as follows:
1-25 (i) The legislature may <shall> provide funds for the
1-26 initial development of the center. <However, no unrestricted
1-27 general revenue funds shall be directly appropriated for the
1-28 continued operation of the center after the first three years of
1-29 operation.> In addition, the General Revenue Fund shall be
1-30 reimbursed for the initial appropriations from any royalties or
1-31 other income of the center. For the purposes of this section,
1-32 membership revenues, in-kind contributions, and other matching
1-33 funds raised by the center shall be considered as credit toward
1-34 this reimbursement. Additional support for the center may include:
1-35 (1) annual membership dues for the private members;
1-36 (2) research services donated by members;
1-37 (3) facilities provided by each sponsoring institution
1-38 of higher education;
1-39 (4) public and private grants; and
1-40 (5) royalties or licensing fees from marketed products
1-41 produced by the center.
1-42 SECTION 2. The importance of this legislation and the
1-43 crowded condition of the calendars in both houses create an
1-44 emergency and an imperative public necessity that the
1-45 constitutional rule requiring bills to be read on three several
1-46 days in each house be suspended, and this rule is hereby suspended,
1-47 and that this Act take effect and be in force from and after its
1-48 passage, and it is so enacted.
