                                        AN ACT
    1-1  relating to the establishment and financing of a school-community
    1-2  guidance center.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 21.603, Education Code, is amended to
    1-5  read as follows:
    1-6        Sec. 21.603.  Cooperation of Governmental Agencies.
    1-7  (a)  Each governmental agency concerned with children in the school
    1-8  district shall cooperate with the school-community guidance centers
    1-9  on the request of the superintendent of schools and shall designate
   1-10  liaison persons to work with the centers in identifying and
   1-11  correcting problems affecting school-age children in the district.
   1-12        (b)  A county, juvenile board, or other governmental agency
   1-13  concerned with children in a school district may establish or
   1-14  finance a school-community guidance center jointly with the school
   1-15  district according to terms approved by the governing body of each
   1-16  entity participating in the joint establishment or financing of the
   1-17  center.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
