   1-17                         A BILL TO BE ENTITLED
   1-18                                AN ACT
   1-19  relating to ad valorem property tax abatement in a reinvestment
   1-20  zone.
   1-21        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-22        SECTION 1.  Subsection (i), Section 311.013, Tax Code, is
   1-23  amended to read as follows:
   1-24        (i)  Subsections (f) and (g) do not apply to a city with a
   1-25  population of more than 230,000 that borders <the Gulf of Mexico
   1-26  or> Mexico.
   1-27        SECTION 2.  Section 27, Chapter 1137, Acts of the 71st
   1-28  Legislature, Regular Session, 1989, is amended  to read as follows:
   1-29        Sec. 27.  The change in law made by Section 25 of this Act
   1-30  does not apply to the payment of all or part of the tax increment
   1-31  produced by a taxing unit into the tax increment fund for a
   1-32  reinvestment zone for which the initial reinvestment zone financing
   1-33  plan has been approved by the governing body of the municipality
   1-34  before the effective date of this Act.  The payment of all or part
   1-35  of that tax increment into the tax increment fund is governed by
   1-36  the applicable law in effect immediately before the effective date
   1-37  of this Act, and the former law is continued in effect for that
   1-38  purpose.  <The provisions of Subsections (f) and (g) of Section
   1-39  311.013, Tax Code, as added by Section 25 of this Act shall not
   1-40  apply to cities of over 230,000 in population that border the Gulf
   1-41  of Mexico or Mexico.>
   1-42        SECTION 3.  The importance of this legislation and the
   1-43  crowded condition of the calendars in both houses create an
   1-44  emergency and an imperative public necessity that the
   1-45  constitutional rule requiring bills to be read on three several
   1-46  days in each house be suspended, and this rule is hereby suspended.
