                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to an exception to the open meetings law for certain
    1-2  deliberations of the board of directors of a municipal hospital or
    1-3  a municipal hospital authority.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 2, Chapter 271, Acts of the 60th
    1-6  Legislature, Regular Session, 1967 (Article 6252-17, Vernon's Texas
    1-7  Civil Statutes), is amended by adding Subsection (s) to read as
    1-8  follows:
    1-9        (s)  This Act does not require the board of directors of a
   1-10  municipal hospital or the board of directors of a municipal
   1-11  hospital authority to conduct an open meeting to deliberate:
   1-12              (1)  pricing or financial planning information relating
   1-13  to a bid or negotiation in which the hospital is offering its
   1-14  services or product lines as a contract service provider to another
   1-15  party if disclosure of the information would give advantage to
   1-16  competitors of the hospital; or
   1-17              (2)  information relating to a proposed new service or
   1-18  product line of the hospital before the hospital publicly announces
   1-19  the service or product line.
   1-20        SECTION 2.  This Act takes effect September 1, 1993.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
