                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the use of abandoned motor vehicles by police
    1-3  departments in certain counties.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 5.031(d), Chapter 741, Acts of the 67th
    1-6  Legislature, Regular Session, 1981 (Article 4477-9a, Vernon's Texas
    1-7  Civil Statutes), is amended to read as follows:
    1-8        (d)  This section does not apply to a motor vehicle that is
    1-9  taken into custody by a police department located in a county with
   1-10  a population of 2.4 million or more according to the most recent
   1-11  federal decennial census and that is removed to a privately owned
   1-12  storage facility.
   1-13        SECTION 2.  This Act takes effect September 1, 1993.
   1-14        SECTION 3.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended.
