No. 920 A BILL TO BE ENTITLED AN ACT 1-1 relating to the creation of the Texas Seafood Marketing Program and 1-2 to the dedication of certain revenue. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Subchapter A, Chapter 12, Parks and Wildlife 1-5 Code, is amended by adding Section 12.009 to read as follows: 1-6 Sec. 12.009. TEXAS SEAFOOD MARKETING PROGRAM. (a) The 1-7 department shall develop and administer a market promotion program 1-8 to: 1-9 (1) foster increased consumption of seafood by the 1-10 public; 1-11 (2) improve the quality and safety of seafood in 1-12 retail businesses; and 1-13 (3) develop business analyses and research that 1-14 support long-term industry viability and competitiveness. 1-15 (b) The Texas seafood marketing advisory committee shall 1-16 advise and assist the department in the development and 1-17 administration of the seafood marketing program. The advisory 1-18 committee consists of 14 members appointed by the governor to 1-19 represent wholesale and retail seafood marketers, as follows: 1-20 (1) one representative appointed from a list of 1-21 candidates recommended by the Texas retail food industry; 1-22 (2) one representative appointed from a list of 1-23 candidates recommended by the specialty retail seafood industry; 1-24 (3) one representative appointed from a list of 2-1 candidates recommended by the Texas Restaurant Association; 2-2 (4) one representative appointed from a list of 2-3 candidates recommended by the seafood processing industry; 2-4 (5) six representatives from the seafood production 2-5 industry, including: 2-6 (A) two representatives appointed from a list of 2-7 candidates recommended by the Texas Shrimp Association; 2-8 (B) one representative appointed from a list of 2-9 candidates recommended by the Texas oyster industry; 2-10 (C) one representative appointed from a list of 2-11 candidates recommended by the Texas bay shrimp industry; 2-12 (D) one representative appointed from a list of 2-13 candidates recommended by the Texas crab industry; and 2-14 (E) one representative appointed from a list of 2-15 candidates recommended by the Texas finfish industry; 2-16 (6) one representative of The Texas A&M University Sea 2-17 Grant Program; 2-18 (7) one representative of the Texas Agricultural 2-19 Extension Service; 2-20 (8) one representative of the Texas Department of 2-21 Health; and 2-22 (9) one representative of the department. 2-23 SECTION 2. The importance of this legislation and the 2-24 crowded condition of the calendars in both houses create an 2-25 emergency and an imperative public necessity that the 2-26 constitutional rule requiring bills to be read on three several 2-27 days in each house be suspended, and this rule is hereby suspended, 3-1 and that this Act take effect and be in force from and after its 3-2 passage, and it is so enacted.
