                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the conveyance of certain real property in Navarro
    1-2  County; making an appropriation.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The asset management division of the General Land
    1-5  Office may sell, lease or convey all or part of the tract of land
    1-6  described by Section 2 of this Act, including any improvements on
    1-7  the tract owned by the Texas Youth Commission in Navarro County.
    1-8        SECTION 2.  The real property is described as follows:
    1-9        All that certain lot, tract, or parcel of land, being 90.624
   1-10  acres situated in the John William Survey, Abstract No. 850 in
   1-11  Corsicana, Navarro County, Texas.  Said 90.624 acres is more fully
   1-12  described as follows:
   1-13        Beginning at a 5/8"  rod for corner, said corner is in the
   1-14  West line of Farm Road No. 2555, which is also South 45th Street
   1-15  and at the Northeast corner of a tract conveyed to the County of
   1-16  Navarro from the State Home;
   1-17        Thence S 5715'17" W 977.64 feet with the North line of the
   1-18  county tract to a 5/8" rod for corner;
   1-19        Thence S 3134'59" E 164.90 feet with the West line of said
   1-20  tract to a 5/8" rod for corner in the North right-of-way of Texas
   1-21  Highway No. 31;
   1-22        Thence with the North line of said highway the following
   1-23  three  courses:  S 5255'31" W 1076.44 feet; S 5838'36" W 100.50
    2-1  feet; S 5255'31" W 328.20 feet to a 5/8" rod for corner;
    2-2        Thence N 3117'50" W 1816.02 feet to a 5/8" rod for corner;
    2-3        Thence N 6116'52" E 2494.01 feet to a 5/8" rod for corner in
    2-4  the West line of Farm Road No. 2555;
    2-5        Thence  S 3035'21" E 1372.80 feet to the place of beginning
    2-6  containing 90.624 acres of land.
    2-7        SECTION 3.  If any portion or tract less than the whole of
    2-8  the property described in Section 2 is sold or offered for sale,
    2-9  such portion or tract shall not be less than five (5.00) acres in
   2-10  size.  Access to a public road or right-of-way shall be preserved
   2-11  in favor of any  such parcel or tract.
   2-12        SECTION 4.  The land shall be sold subject to a reservation
   2-13  of oil, gas,  and other minerals, along with the right of ingress
   2-14  and egress for the exploration, development, and production of
   2-15  same, and may not be sold for less than fair market value as
   2-16  determined by the General Land Office.
   2-17        SECTION 5.  The proceeds of the sale or lease of real
   2-18  property authorized by Section 1 of this Act are appropriated to
   2-19  the Texas Youth Commission for construction, repair, improvement,
   2-20  or equipping of buildings or for development of recreational or
   2-21  community outreach programs at the Corsicana State Home.
   2-22        SECTION 6.  The importance of this legislation and the
   2-23  crowded condition of the calendars in both houses create an
   2-24  emergency and an imperative public necessity that the
   2-25  constitutional rule requiring bills to be read on three several
    3-1  days in each house be suspended, and this rule is hereby suspended,
    3-2  and that this Act take effect and be in force from and after its
    3-3  passage, and it is so enacted.
