No. 931 by: 1-23 1. Striking the words "or for development of recreational or 1-24 community outreach programs" in SECTION 5; and 1-25 2. Adding the following in SECTION 5: 1-26 "The Texas Youth Commission shall not use the funds derived 1-27 from the sale in such a manner as would require future 1-28 appropriations for recurring expenditures." 1-29 A BILL TO BE ENTITLED 1-30 AN ACT 1-31 relating to the conveyance of certain real property in Navarro 1-32 County; making an appropriation. 1-33 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-34 SECTION 1. The asset management division of the General Land 1-35 Office may sell, lease, or convey all or part of the tract of land 1-36 described by Section 2 of this Act, including any improvements on 1-37 the tract owned, by the Texas Youth Commission, in Navarro County. 1-38 SECTION 2. The real property is described as follows: 1-39 All that certain lot, tract, or parcel of land, being 90.624 1-40 acres situated in the John William Survey, Abstract No. 850 in 1-41 Corsicana, Navarro County, Texas. Said 90.624 acres is more fully 1-42 described as follows: 1-43 Beginning at a 5/8" rod for corner, said corner is in the 1-44 West line of Farm Road No. 2555, which is also South 45th Street 1-45 and at the Northeast corner of a tract conveyed to the County of 1-46 Navarro from the State Home; 1-47 Thence S 5715'17" W 977.64 feet with the North line of the 1-48 county tract to a 5/8" rod for corner; 1-49 Thence S 3134'59" E 164.90 feet with the West line of said 1-50 tract to a 5/8" rod for corner in the North right-of-way of Texas 1-51 Highway No. 31; 1-52 Thence with the North line of said highway the following 1-53 three courses: S 5255'31" W 1076.44 feet; S 5838'36" W 100.50 1-54 feet; S 5255'31" W 328.20 feet to a 5/8" rod for corner; 1-55 Thence N 3117'50" W 1816.02 feet to a 5/8" rod for corner; 1-56 Thence N 6116'52" E 2494.01 feet to a 5/8" rod for corner in 1-57 the West line of Farm Road No. 2555; 1-58 Thence S 3035'21" E 1372.80 feet to the place of beginning 1-59 containing 90.624 acres of land. 1-60 SECTION 3. If any portion or tract less than the whole of 1-61 the property described in Section 2 of this Act is sold or offered 1-62 for sale, such portion or tract shall not be less than five acres 1-63 in size. Access to a public road or right-of-way shall be 1-64 preserved in favor of any such parcel or tract. 1-65 SECTION 4. The land described in Section 2 of this Act shall 1-66 be sold subject to a reservation of oil, gas, and other minerals 1-67 along with the right of ingress and egress for the exploration, 1-68 development, and production of same and may not be sold for less 2-1 than fair market value as determined by the General Land Office. 2-2 SECTION 5. The proceeds of the sale or lease of the real 2-3 property authorized by Section 1 of this Act are appropriated to 2-4 the Texas Youth Commission for construction, repair, improvement, 2-5 or equipping of buildings or for development of recreational or 2-6 community outreach programs at the Corsicana State Home. 2-7 SECTION 6. The importance of this legislation and the 2-8 crowded condition of the calendars in both houses create an 2-9 emergency and an imperative public necessity that the 2-10 constitutional rule requiring bills to be read on three several 2-11 days in each house be suspended, and this rule is hereby suspended, 2-12 and that this Act take effect and be in force from and after its 2-13 passage, and it is so enacted. 2-14 * * * * * 2-15 Austin, 2-16 Texas 2-17 March 24, 1993 2-18 Hon.
