                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the terms served by members of the executive committee
    1-2  of the Office for the Prevention of Developmental Disabilities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subsection (c), Section 112.045, Human Resources
    1-5  Code, is amended to read as follows:
    1-6        (c)  The members serve for staggered six-year terms, with the
    1-7  terms of three members expiring <two-year terms that expire on>
    1-8  February 1 of each odd-numbered year.  Executive committee members
    1-9  receive no compensation but are entitled to reimbursement of actual
   1-10  and necessary expenses incurred in the performance of their duties.
   1-11        SECTION 2.  (a)  All terms of the current members of the
   1-12  executive committee of the Office for the Prevention of
   1-13  Developmental Disabilities expire on the effective date of this
   1-14  Act.  On that date, or as soon as possible after that date, the
   1-15  governor, lieutenant governor, and speaker of the house of
   1-16  representatives shall each appoint one member for a term expiring
   1-17  February 1, 1995, one member for a term expiring February 1, 1997,
   1-18  and one member for a term expiring February 1, 1999.
   1-19        (b)  A member of the executive committee serving immediately
   1-20  before the effective date of this Act is eligible for reappointment
   1-21  to the executive committee.
   1-22        SECTION 3.  This Act takes effect September 1, 1993.
   1-23        SECTION 4.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
