                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the membership of the Coastal Coordination Council.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Subsection (2) of Section 33.203 of the Texas
    1-4  Natural Resources Code is amended to read as follows:
    1-5              (2)  "Council" means the Coastal Coordination Council,
    1-6  which shall consist of the commissioner, the attorney general, the
    1-7  chair of the Parks and Wildlife Commission, the chair of the Texas
    1-8  Water Commission, a member of the Railroad Commission of Texas, the
    1-9  commissioner of agriculture, and one city or county elected
   1-10  official and one resident from the coastal area appointed by the
   1-11  for two-year terms.
   1-12        SECTION 2.  The importance of this legislation and the
   1-13  crowded condition of the calendars in both houses create an
   1-14  emergency and an imperative public necessity that the
   1-15  constitutional rule requiring bills to be read on three several
   1-16  days in each house be suspended, and this rule is hereby suspended,
   1-17  and that this Act take effect and be in force from and after its
   1-18  passage, and it is so enacted.
