                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the Plumbing License Law Municipal rules and
    1-2  regulations.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The Plumbing License Law (Article 6243-101,
    1-5  Vernon's Texas Civil Statutes) is amended by changing Section 15,
    1-6  Plumbing License Law to Section 15 (a), Plumbing License Law and
    1-7  adding Subsection (b) to read as follows:
    1-8        (b)  If a city, town, or village requires that a Master
    1-9  plumber secure and execute a license and permit bond before such
   1-10  person can be issued a permit, then the city must accept a
   1-11  certificate of insurance in lieu of the license and permit bond if
   1-12  presented by the Master plumber.  The insurance must be written by
   1-13  a company licensed to do business in the State of Texas.  The
   1-14  Master plumber shall have in force commercial general liability
   1-15  insurance in an amount not less than $300,000 combined for property
   1-16  damage and bodily injury sustained by one or more persons, $300,000
   1-17  aggregate (total amount the policy will pay), and $300,000
   1-18  aggregate for products and completed operations.
   1-19        SECTION 2.  This Act takes effect September 1, 1993.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force according to its
    2-3  terms, and it is so enacted.
