                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  repealing the provisions of the Water Code that authorize a
    1-2  watermaster program.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Sections 11.326, 11.327, 11.328 and 11.329 of the
    1-5  Water Code are repealed.
    1-6        SECTION 2.  Subchapter I, Sections 11.451, 11.452, 11.453,
    1-7  11.454, 11.455, 11.456, 11.457 and 11.458 are repealed.
    1-8        SECTION 3.  The importance of this legislation and the
    1-9  crowded condition of the calendars in both houses create an
   1-10  emergency and an imperative public necessity that the
   1-11  constitutional rule requiring bills to be read on three several
   1-12  days in each house be suspended, and this rule is hereby suspended.
