                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to certain voter registration processes and procedures.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Section 14.022, Election Code, is amended to read
    1-4  as follows:
    1-5        Sec. 14.022.  DISPOSITION OF RETURNED CERTIFICATE.  On the
    1-6  return of an undelivered renewal certificate to the registrar, the
    1-7  registrar shall file the certificate with the voter's registration
    1-8  application, shall <and> enter the appropriate information on the
    1-9  list of returned certificates, and as expeditiously as possible,
   1-10  but no later than 90 days prior to the date specified in Section
   1-11  16.032, shall mail to the voter's old address with a notation to
   1-12  "Please Forward" or to the voter's new address, if known,
   1-13  information that the voter's registration will be canceled on the
   1-14  date specified in Section 16.032 unless the voter applies for a new
   1-15  voting certificate.
   1-16        SECTION 2.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
