1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the operation and management of the Canyon Regional
1-22 Water Authority.
1-23 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-24 SECTION 1. Subsection (c), Section 3.03, Chapter 670, Acts
1-25 of the 71st Legislature, Regular Session, 1989, is amended to read
1-26 as follows:
1-27 (c) Notwithstanding any other provision of this Act, the
1-28 board may provide by resolution that future board membership be
1-29 limited to one <two> appointed trustee <trustees> for each
1-30 governing body of a local government or private entity entitled to
1-31 appoint trustees to the board.
1-32 SECTION 2. Subsection (c), Section 3.04, Chapter 670, Acts
1-33 of the 71st Legislature, Regular Session, 1989, is amended to read
1-34 as follows:
1-35 (c) A person may not serve more than five consecutive
1-36 <three> terms as a trustee.
1-37 SECTION 3. Article VI, Chapter 670, Acts of the 71st
1-38 Legislature, Regular Session, 1989, is amended by adding Section
1-39 6.03 to read as follows:
1-40 Sec. 6.03. LIMITATION ON BOND REVIEW. The authority of the
1-41 Texas Natural Resource Conservation Commission to review the
1-42 issuance of a bond by the district applies only to the issuance of
1-43 general obligation or revenue bonds.
1-44 SECTION 4. The reference in Section 6.03, Chapter 670, Acts
1-45 of the 71st Legislature, Regular Session, 1989, as added by this
1-46 Act, to the Texas Natural Resource Conservation Commission means
1-47 the Texas Water Commission until the name of the Texas Water
1-48 Commission is changed to the Texas Natural Resource Conservation
1-49 Commission as provided by Section 1.085, Chapter 3, Acts of the
1-50 72nd Legislature, 1st Called Session, 1991.
1-51 SECTION 5. The importance of this legislation and the
1-52 crowded condition of the calendars in both houses create an
1-53 emergency and an imperative public necessity that the
1-54 constitutional rule requiring bills to be read on three several
1-55 days in each house be suspended, and this rule is hereby suspended,
1-56 and that this Act take effect and be in force from and after its
1-57 passage, and it is so enacted.
