                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the efficient operation of the state criminal justice
    1-2  system, including the preservation of the Penal Code, creation of
    1-3  criminal offenses, and punishment of offenses.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 10, Section 11.17, 1991 Session Laws,
    1-6  Seventy-Second Legislature, Second Called Session, is repealed.
    1-7  The Penal Code in its entirety, and complete with all the
    1-8  amendments thereto, will remain in full force beyond September 1,
    1-9  1994, as if the act had never been enacted.
   1-10        SECTION 2.  This Act takes effect September 1, 1994.  There
   1-11  shall be a continuous application of the Penal Code without any
   1-12  lapse in time.
   1-13        SECTION 3.  The importance of this legislation and the
   1-14  crowded condition of the calendars in both houses create an
   1-15  emergency and an imperative public necessity that the
   1-16  constitutional rule requiring bills to be read on three several
   1-17  days in each house be suspended, and this rule is hereby suspended.
